eBay says it hides listings missing GPSR details from EU and Northern Ireland buyers, and restores them on fix

eBay’s stated approach to a listing without GPSR information is to make it not visible or purchasable to buyers in the EU and Northern Ireland. None of the eBay pages read says it ends the listing: its FAQ says visibility is restored when the information is provided, and its announcement to UK sellers adds that it may put the listing on hold. Every eBay statement below was read from eBay’s own pages on Aug 5, Aug 6 and Aug 26, 2026, and the export path on Aug 13, 2026. eBay hedges each sentence (“may”, “shouldn’t”): a stated approach, not fixed mechanics.

Line one: eBay’s international regulations page. The on-hold line: its announcement to UK sellers. The rest: its Seller Center GPSR FAQ. None of the eBay pages read names a date by which the hide happens.

Where it applies, and where eBay says it does not

Buyer location decides. A seller anywhere who lets “buyers in the EU and Northern Ireland” purchase is in scope; eBay’s FAQ frames the alternative as disabling direct shipping there.
Great Britain is out. eBay states: “eBay.co.uk listings offered for sale to non-Northern Ireland UK buyers will not be impacted by GPSR” (read Aug 5, 2026).
The regulation has applied since December 13, 2024 (Regulation (EU) 2023/988, Art 52, read on EUR-Lex Aug 5, 2026).
Some categories are excluded. eBay publishes an Excluded Categories workbook, linked from its Seller Center GPSR page, which cites Article 2 of the GPSR for the carve-out. The excluded groups are dominated by stamps, coins, antiques and art, collectibles, and food and drink (read Aug 5, 2026). The rows are per eBay site, so read the rows for the site the listing is on; the workbook carries no date or version. A category listed there is one eBay lists as excluded; whether the regulation applies to the product is Article 2’s question and does not follow the category.

The fields eBay asks for

Field names and limits are from eBay’s developer references and Trading API release notes (read Aug 5, 6 and 26, 2026) and its product safety help page (read Aug 5, 2026). One gap between the form and the law: eBay’s Responsible Person type carries email, phone and contact URL fields, and none of the eBay pages read says which of them it requires, while Art 19(b) of the regulation requires the offer to show the Responsible Person’s name, postal address and electronic address where the manufacturer is not EU-established (read on EUR-Lex Aug 31, 2026). Fill the email and the postal address whatever the form accepts.

Where they sit

eBay’s Seller Center GPSR page points to its Regulatory contacts page for the steps, “either individually or in bulk”. That page’s bulk route, read Aug 6, 2026:

Two cautions. None of eBay’s uploadable CSV templates carries a Responsible Person, manufacturer or product-safety column (read Aug 6, 2026). And “Updating product safety information in bulk will replace any previously added details” (read Aug 5, 2026), so a bulk edit must carry the full set, not the one pictogram you are adding.

Who the Responsible Person is, and who it cannot be

The test is establishment in the EU. The regulation names the EU-established manufacturer as the Responsible Person and lists which other EU-established operators may fill the role (Art 16, incorporating Regulation (EU) 2019/1020 Art 4).
So a seller established outside the EU cannot name itself, and a manufacturer outside the EU cannot be entered as the Responsible Person. The Manufacturer block still takes the actual manufacturer wherever it is established; the Responsible Person field is not a place for a non-EU address. If you resell an EU manufacturer’s goods, that manufacturer is the Responsible Person and the same block goes in both fields.
Art 16(3) also requires the Responsible Person’s name and contact details, postal and electronic address included, on the product, its packaging, the parcel or an accompanying document (read Aug 31, 2026). Filling eBay’s field does not discharge that.
An empty Responsible Person block is what eBay’s FAQ addresses. A non-EU company fails the establishment test above; whether eBay checks the country, none of the pages read states.

What your export cannot show you

Path read Aug 13, 2026; the report type name is from eBay’s Seller Hub Reports Guide, dated April 2021. The report carries the item number, title, both category levels, condition, price and quantity: no description, no item specifics, no Responsible Person, manufacturer or product-safety column. A clean-looking export says nothing about GPSR in either direction. The values are entered per listing through the Item disclosures panel above; none of the eBay pages read says where a seller reads them back.

Then look at the listings themselves

The export carries titles and categories, so what the file can answer is the copy half: restricted claims, prohibited keywords and category placement. Drop it on the scan page: what the report’s columns match is scored, and anything it cannot match, the GPSR attributes included, shows as not evaluated rather than clean.
